This new landmark treaty of the Council of Europe opens the path for creating a legal framework at pan-European level to protect women against all forms of violence, and prevent, prosecute and eliminate violence against women and domestic violence. The definition of “women” includes girls under the age of 18.

Particularly relevant to children's rights and children's rights in the digital world is Article 17, which takes private sectors and the media into duty. The parties as well as private sectors are encouraged to train children, parents and educators, who could be harmed in the digital environment by sexual or violent means. In addition, the private sector is to set guidelines and standards of self-regulation to prevent violence against women and to increase respect for dignity.
